[PATCH 1/2]: bfd: remove unused NO_WRITE_HEADER_KLUDGE #define

NO_WRITE_HEADER_KLUDGE is defined but nowhere used. It seems that this
define is dead for a very long time. I was unable to find a binutils
version using this define.
