Running gas testsuite

When I cd to build-dir/gas and "make check", the run fails with:

WARNING: Couldn't find tool config file for unix, using default.

By experimenting with the runtest command manually and by comparing
the check-DEJAGNU rules in the gas and ld Makefiles, the problem
appears to be that the gas Makefile includes "cd testsuite" whereas
the ld Makefile does not.  Is this a bug?  Are others using "make
check" successfully for targets other than pdp11?
