RFA: Remove potential overflow warning for AArch64 *_NC relocs

Hi Richard, Hi Markus,

  Whilst investigating a problem with some AArch64 linker testsuite
  failures, I came across something curious.  It appears that the bfd
  linker could generate relocation overflow warnings for the *_NC type
  AArch64 relocs.  My understanding is that these relocs should not
  complain about overflows, so the code seemed strange.  I do not have
  any actual testcases which trigger these possibilities however, so
  perhaps I am mistaken.

  So ... what do you think of this patch ?  Does it make sense ?
