[committed][PATCH][Binutils][Arm]: Skip Thumb2 PLT tests on NaCL.

Hi All,

NaCL does not support dynamic linking and so these tests should be
skipped under it.

Cross-compiled and regtested on
  arm-none-nacl

and no issues.

Committed under the obvious rule.
