Tidy ld/plugin.c

Not much to see here.  I had ideas of removing elf-bfd.h from plugin.c
but decided against doing that.  This patch is what was left.

	* plugin.c (asymbol_from_plugin_symbol): Move code handling
	ELF common symbols to block handling ELF visibility.  Simplify
	visibility setting.
