[PATCH 35/57][Arm][GAS] Add support for MVE instructions: vshlc and vshll

Hi,

This patch adds support for MVE instructions VSHLC, VSHLLT, and VSHLLB.

	(do_mve_vshlc): Likewise.
         (insns): Add entries for MVE mnemonics.
