[PATCH 20/57][Arm][GAS] Add support for MVE instructions: vmaxnmv, vmaxnmav, vminnmv and vminnmav

Hi,

This patch adds support for MVE instructions VMAXNMV, VMAXNMAV, VMINNMV, 
and VMINNMAV.
