[PATCH 10/57][Arm][GAS] Add support for MVE instructions: vcmp and vpt

Hi,

This patch adds support for MVE instructions VCMP and VPT. These 
instructions allow the use of the scalar ZR (zero) register, this is 
encoded as register 15.
