[PATCH v3] MIPS support for GNU hash

Hello everyone,

Please disregard this patch as it contains an issue which
prevents linking with --hash-style=both.

The issue is fixed in:
https://sourceware.org/ml/binutils/2019-07/msg00098.html

In addition to running the testsuite for different configurations,
the new patch was used to successfully link glibc on MIPS
target with --hash-style=both.
