I think something else is causing your LTO errors.  The priorities are
compared later in bfd_check_format_matches:
	      if (match_priority < best_match)
		{
		  best_match = match_priority;
		  best_count = 0;
		}
	      if (match_priority <= best_match)
		{
		  /* This format checks out as ok!  */
		  right_targ = temp;
		  best_count++;
		}
