[PATCH 1/3] ELF: Group PT_NOTE segments by section alignments

This patch caused a PT_NOTE header to be dropped in the following tests:
spu-elf  +FAIL: ld-spu/ovl
spu-elf  +FAIL: ld-spu/ovl2
