[PATCH] RISC-V: Support for FreeBSD

Hi all:

This patch enable RISC-V support FreeBSD, Ruslan (RISC-V FreeBSD
maintainer) and me has been tested on FreeBSD 12 for building kernel
and whole user space programs/libraries.
