[PATCH, gas/ARM] Remove spurious comments

Remove spurious comments after the definition of ToC and ToU.

	* config/tc-arm.c (ToC macro): Remove spurious comment.
	(ToU macro): Likewise.

Testing: built binutils successfully, no testsuite regression for
arm-none-eabi targets.
