[PATCH] bfd/elfnn-ia64.c: flag when internal_relocs[] has changed

In bug 15904 [1], the changed_relocs boolean is not set when
internal_relocs[] structure has changed, leading to erroneous error
messages and link failures.  The patch attached to the bug [2]
corrects the problem but was somehow never integrated into the source
tree.  Please include it.
