[patch] Disable shared library tests for nios2-*-elf

The Nios II processor documentation defines relocations	for PIC	and
shared libraries as part of the GNU/Linux ABI only; GCC rejects -fpic
on bare-metal.

I've committed this patch to disable ld tests that try building shared 
libraries on this target.
