Plan for binutils 2.29

I'd like to communicate about the plan for the next release to avoid a rush.

Branch date (creation of the 2.29): end of June 2017.
After creation of the branch, only regression fixes can be committed.
Release data: August 2017.

So if you plan to add a feature for 2.29, please post the patches before end of June so that they could be committed to the master before the branch is created.
