But I have reverted there your change causing on Fedora 25 x86_64:

FAIL: readelf -wiaoRlL

This decoding has been implemented in this patchset by:
commit bc0a77d2b1a29222dacab21a0572322e39fb0c70
    DWARF-5: call sites
            (read_and_display_attr_value): Support DW_AT_call_value,

I hope the checked-in version is the right one.
