[PATCH][gold][committed] Handle ARM-specific --target1-abs, --target1-rel and --target2 options.

This patch had been approved but I forgot to commit long ago.  Cary
re-approved this for commit again.  The patch has been slightly
changed by Igor Kudrin.  I tested it ligthly on arm-linux-gnueabi.
