[x86 Patch] Ignore REX_B while decoding 32 bit XOP instructions.

This patch is a fix for [PR 20637] that fixes by ignoring REX_B bit while decoding XOP 32 bit instructions. ChangeLog and Patch files are attached to this mail.
If OK please commit else suggest for any required changes.
