[PATCH ARC 1/3]: BFD fixes

Hi all,

This patch includes the changes to elf32-arc.c.
 - Fixed issues related to discarded sections.
 - Fixed issue with -Bsymbolic. Simplified code.
 - Added file information to overflow printouts.
 - Fixes gc-section failures on LD.
