[AArch64] fix aarch64-gen build

[Szabolcs Nagy]

The generator table should not depend on symbols in aarch64-opc.c,
so make it possible to disable the verifiers via a VERIFIER macro.

This fixes the maintainer build that uses aarch64-gen.
