[gold][powerpc] PR gold/20529 - relaxing loop never ends

Hi Cary and Alan, this is to fix PR gold/20529 - relaxing loop never ends.

The solution is to only allow stub tables to grow after the first few
iterations.

Tested - the failure case now passes. Also tested via building a
powerpc project that involves 157 individual link commands.

Ok for trunk?

        limit size.
        (Stub_table::set_min_size_threshold): New member function.
        (Stub_table::set_address_and_size): Add code to only allow size
        increase.
        (Target_powerpc::do_relax): Add code to record last size.
