Ah - you caught me.  I was not compiling on a 32-bit system at all.  I 
was compiling on a 64-bit x86_64 host running Fedora 22, but running the 
compiler with -m32 specified.  Ie I configured the build with:

  CC="gcc -m32" CXX="g++ -m32" ABI="32" setarch i686 \
  $(SOURCE_DIR)/configure \
     --quiet \
     --enable-plugins \
     --cache-file=/dev/null \
     --prefix=`pwd`/install \
     --disable-shared \
     --disable-symvers \
     --enable-targets=all

The version of gcc that I use is:

   gcc 5.1.1 20150618 (Red Hat 5.1.1-4)
