[ARM][GAS] Fix invalid arm-wince-pe tests.

Hello,

There are a number of failures for the arm-wince-pe targets (see
https://sourceware.org/ml/binutils/2015-11/msg00107.html). The reasons
for the failures are listed at
https://sourceware.org/ml/binutils/2015-11/msg00186.html, most are due
to the test being invalid for the target.

This patch adjusts the invalid tests to either make them valid or to set
them as skipped for arm-wince-pe targets.

Tested arm-wince-pe and arm-linux-gnueabihf with cross-compiled
check-gas and check-binutils.
