[Committed] S/390: Add more IBM z13 instructions

Hi,

the Principles of Operations manual for IBM z13 is publically
available now:

http://publibfi.boulder.ibm.com/epubs/pdf/dz9zr010.pdf

The instructions part of the vector facility have been committed
already.  I've committed now the attached patch which adds the
remaining instructions.
