[PATCH, FT32] initial support (2nd attempt)

	for FT32.
	* binutils/readelf.c - add support for FT32.
	* gas/Makefile.am, gas/Makefile.in, gas/config/tc-ft32.c,
	gas/config/tc-ft32.h, gas/configure.tgt - add support
	for FT32.
	* gas/testsuite/gas/ft32/ft32.exp,
	gas/testsuite/gas/ft32/insn.d,
	gas/testsuite/gas/ft32/insn.s - add testsuite for FT32.
	* include/dis-asm.h, include/elf/common.h, include/elf/ft32.h,
	include/opcode/ft32.h - add support for FT32.
	* ld/Makefile.am, ld/Makefile.in, ld/configure.tgt,
	ld/emulparams/elf32ft32.sh, ld/scripttempl/ft32.sc -
	add support for FT32.
	* opcodes/Makefile.am, opcodes/Makefile.in, opcodes/configure,
	opcodes/configure.ac, opcodes/disassemble.c,
	opcodes/ft32-dis.c, opcodes/ft32-opc.c - add support for
	FT32.
