[BFD][PATCH]Fix a typo in the comment for BFD_RELOC_AARCH64_LD64_GOT_LO12_NC

Hi all,

This is a simple patch to fix a typo in the comment found in reloc.c. It 
should be ILP64, instead of LP64.
