[gold][aarch64]Patch to support TLS

Hi guys,

Here we have the patch for gold aarch64 backend to support TLS relocations.
In particular, the patch supports TLS general dynamic, local
executable, initial executable, TLS descriptor models. It can do tls
gd->le, ie->le, tlsdesc gd->le, tlsdesc gd->ie relaxation.

Tested:
1) Build natively on x86_64 and aarch64 machines.
2) Pass unit tests of relocating new relocations, and of doing basic
tls gd->le, tls ie->le, tlsdesc gd->le relaxation.
