[Patch]: Move QNX specific target_cflags to arm-nto config

I noticed an QNX specific target_cflags somehow ended up in the netbsd 
config.

2014-05-05  Ryan Mansfield <rmansfield@qnx.com>

         * config.bfd: Move QNX target_cflags from arm-*-netbsd* to 
arm-*-nto*.

If OK, could someone please apply? Thanks.
