[PATCH] Restore timestamp field of PE executables for compatibility

Hello all,

Since nobody replied Bug 16887 for a month,
I'm submitting this patch with the goal of starting a new discussion.

The reason is already explained in the bug. It's unreasonable to make it
default, because it will produce tons of ill-timestamped PE binaries which
can produce unexpected crashes. So I changed the default behaviour to insert
timestamp, and added a new option --strip-timestamp to make deterministic
binaries, and removed the old option --insert-timestamp.
