h8300-elf linker relaxations: symbols skipped

Hi,

I think ld does not process certain symbols correctly when applying
relaxations. This is described in more detail in the bug report below:

I have used the proposed patch for a few months; the problem looks
fixed and no regression has been introduced apparently.
Could someone have a look at it? It would be nice to have this problem
fixed in the official tree.
I have read that the avr32-elf relaxation code has been adapted from
the h8300 one, therefore it's likely it has the same issue.
