[PATCH] Remove executable perms from a header

I'm not entirely sure which git repository I'm supposed to be following:

git://sourceware.org/git/binutils-gdb.git

and 

git://sourceware.org/git/binutils.git

The former doesn't seem to work (git clone just hangs), whereas the
latter seems to clone fine, and I'm up-to-date with that.
