[PATCH 2/5] New target port: Andes 'nds32'. (opcode)

Please find the attached file.

This patch includes:
1. Update ChangeLog entries in each folders
    (bfd, opcode, gas, ld, binutils, include, gas/testsuite and ld/testsuite).

2. Announce nds32 support in binutils/NEWS.

3. Announce copy right in gas/testsuite/gas/nds32/nds32.exp and
ld/testsuite/ld-nds32/nds32.exp.

4. Add nds32 maintainers into binutils/MAINTAINERS.
