[PATCH 4/5] New target port: Andes 'nds32'. (ld)

Hi Kuan-Lin,

   Please could you add a ld/testsuite/ld-nds32 directory with some 
tests that ensure that the linker (and assembler) are generating 
reasonable NDS32 binaries.

   Please could you also add an entry to the ld/NEWS file mentioning the 
new support for the NDS32 architecture.
