Cary is now a gold maintainer

After discussion with Cary, we've agreed that he should become a fully
fledged gold maintainer, able to approve and commit patches to gold
without needing to wait for me.  This is a good thing since clearly my
patch review time has been abysmal of late.

I've updated binutils/MAINTAINERS as follows.
