Well, perhaps.  But the binutils is not some vast project encompassing
hundreds of developers with long term action plans.  It's a fairly
small project with a fairly small number of maintainers with no
particular plans beyond continuing to support new processors and new
features for existing processors.

(I can't speak for gdb, they seem to have plans.)
