[PATCH, MIPS] Add -march=xlp

Hi,

This patch adds basic support for Broadcom XLP (formerly NetLogic/RMI XLP) to Binutils.  There is a patch authored by NetLogic that also includes definitions for XLP-specific instructions, but it is not clear when that will be posted.  For now, my goal is to enable GCC to be able to compile with -march=xlp and this patch accomplishes that.  None of the new XLP instructions are not generated by GCC.

Hopefully, Broadcom / NetLogic will post their full patch some time soon, but, meanwhile, is this OK to check in?

Tested by building a mips64-linux-gnu toolchain with -march=xlp (with a corresponding GCC patch).
