Run it in the build directory, but tell it which release you want to
build. It's used for a few different tools.
make -f SRCDIR/src-release binutils.tar.bz2
When I do that I get the same result as before:
$ make -f /home/john/binutils/src/src-release binutils.tar.bz2
make: *** No rule to make target `README', needed by `binutils.tar.bz2'. Stop.
