Translations by developers

Hello binutils experts,

Is it acceptable to do a translation and include it directly or must
it be done through the translation project and associated robot?

How are the translations for the entire package different from/related
to/the same as translations for a particular port? If the answer to
this is "RTFM, noob!" or "RTFSC, noob!", that's fine, because I
probably should have. The above question still stands, though.
