Here's a +1 to that; a recentlish import of binutils trunk.
Of course, it's necessary to keep an eye on development and stay
away from doing such an import while some largish change takes
place (for example the *-nacl changes).

I would not consider the 2.22-branch, for all the reasons Alan
mentioned.  (But I *would* consider pick up an actual
.0-release, if it happened to take place at a suitable time.)
This in contrast with e.g. imports of gcc, where I prefer a
release-branch.
