[patch gas]: Add 'e' for coff targets as section-specifier

Hi,

this patch add 'e' as section specifier for an to be excluded section.

        for marking section SEC_EXCLUDE.

Tested for x86_64-w64-mingw32, i686-w64-mingw32, and i686-pc-cygwin.
