[PATCH] Update SPARC maintainership.

After some discussion with Alan and Jakub, they've agreed to let
me take over as the SPARC binutils maintainer.

This patch, committed, formalizes it.

	* MAINTAINER: Take over from Jakub Jalinek as SPARC maintainer.
