[0/6] ARM STT_GNU_IFUNC support

I'm about to submit some patches to add STT_GNU_IFUNC support for ARM.
The first five make various infrastructure changes while the last one
adds the support itself.

ARM have allocated R_ARM_IRELATIVE the relocation number 160 (thanks).
