binutils 2.21.1 release?

Not soon. I even wasn't sure to do a 2.21.1 release, as nobody asked and there weren't any major regression.
But I like the idea of making one that coincide with GCC 4.6.0, as suggested by DaveK (unless 2.22 comes before).
