[PATCH] MIPS16 TLS binutils support

Since new relocations are added, they need documenting.  Where is the 
MIPS16 TLS ABI document?  Could you either add documentation of the new 
relocations to <https://www.linux-mips.org/wiki/NPTL>, or add a link there 
to an external ABI document?
