[RFA] PowerPC VLE port

Hi,

The attached patches implement the VLE extension to the PowerPC 
architecture.  Information about VLE and its ABI extensions can be found 
on Freescale's website www.freescale.com.

Tests for binutils/gas/ld testsuites for the ppc-eabi, power64, 
powerpc-aix, powerpc-linux, powerpc-rtems, and powerpc-sysv4 
configurations reported no regressions.  If I've missed an important 
configuration for testing, please let me know.

Does this look okay to commit?
