[M68K] Add and fix TLS tests

I will check in the following trivial patch to m68k's linker testsuite in 24 hours if no one objects.

The patch (a) stabilizes one of TLS tests that currently relies on a particular ordering of relocations and (b) adds a new regression test for a bug in processing TLS GD relocations, which Andreas fixed in February.
