C6x: Allow writes to tscl register

gas currently rejects
	mvc .s2 b0,tscl
The documentation is inconsistent.  There's a table which lists the tscl
register as readonly, but elsewhere there's a section which explicitly
documents a write to this register as starting the counter.  The Linux
kernel, when built with the TI compiler, makes use of this, so there's
strong evidence that the register table in the docs is just wrong.

Fixed with this patch.  Ok?
