Use bfd_elf_generic_reloc on Alpha

So simple I keep thinking: "It's a trick, get an ax."
Tested via qemu emulation of make check-gcc.

There's also an unrelated testsuite fix in the attached,
which I committed separately.  Alpha, like mips, defines
the .set directive to control assembler settings.
