[PATCH ARM]: Add command-line support for Cortex-A15 to gas

All,

The following patch adds command-line support for Cortex-A15 to gas.
Further patches to add support for new CPU features will be coming in
the future.

Proposed ChangeLog:

        * config/tc-arm.c (arm_cpus): Add cortex-a15 entry.
        * doc/c-arm.texi: Document -mcpu=cortex-a15.
